Exotic Legendarys
Its not a bug. Transmuted items will always get the quality of the item you take the stats from.

Will there be a fix for transmuted Legendarys? Right now if you change the stats on a Legendary it will become an Exotic. With Ascended Weapons coming in the future will these “exotic legendarys” be equal to ascended weapons or just be some legendary looking exotics?
Didn`t find any statement on this. Doesn`t make much sense to craft legendarys if they will not be best in slot as soon as they were transmuted…
