I just bought 13 pieces of Cultural armor that i did not have yet, but the achievments for those did not update.

update: I tried it out with a race that I did not have any cultural pieces for and could advance the achievment into Tier 3. However it does not recognize more than 6 armor pieces

You must purchase 1 full set from each tier: 6 unique pieces (head, shoulders, chest, gloves, leggings, feet) of Tier 1, 6 unique pieces of Tier 2, 6 unique pieces of Tier 3 for each race.

I have also the feeling you need to buy the items with a class that can wear them.

Bought a while ago some heavy armor with my mage, and the achievements didn’t
change. Then i bought the same again with my ele and got some advancement.

Nope, you can buy them with any class. They automatically become bound to the character when you buy them, and all you have to do to get credit for the achievement is buy them from the vendor and bind them.
