Best thing to do is use the in-game report system and/or the Chat command /stuck.

Oh I could just waypoint so that wasn’t a problem. I could move around the whole map swimming, I had some nice views.

The chat command /stuck doesn’t move you. It just sends information to the QA Team.

This typically happens if you stand in narrow corners or spots. The game somehow pads a character away from walls if you relog and sometimes that pushes you through walls or grounds. there are indeed actually several spots in LA where this can be purposefully exploited, but i don’t know of one near your screenshot.
