The “Protect Brakkurn and Jhalles while they repair machinery to keep the legions’ supply line running” has a bug where the NPCs stay at the Machine Rig Delta and do not move. They will die countless of times and revive each other but aside from that, stay in the same place. Does this happen very often?

Nothing in the Wiki about it ‘bugging’ out often, so perhaps it doesn’t usually stall.
