Yep, it’s intentional. Unfortunately, it’s happened to the Waypoint that’s closest to the only Guild Bank access in Lion’s Arch, which makes it really annoying.
People have been noticing the vines/creepers around the waypoints, and a few had already gone down.
ANet probably just wanted to make everyone knew about the broken waypoints.
Now you do, too.
Have a look at the bits, there’s a cool pattern.
Just use Postern Ward Waypoint (far east side of LA). It has everything you need.
Add “United Chi” to your friends list or guild!

No guild bank there, nor by the Mystic Toilet which would have been a more logical place to put one !

Except for the Guild Bank. Which holds all my non-ascended crafting mats and therefor sees frequent use.
But all’s not lost. I’m currently training myself to think of the B key as a two-step Asura Gate to the Guild Bank. :-)
… or you can go HOTM then portal out to LA =)
