How are we suppose to downgrade

or
http://wiki.guildwars2.com/wiki/Glob_of_Coagulated_Mists_Essence
into
http://wiki.guildwars2.com/wiki/Vial_of_Condensed_Mists_Essence

if we cannot extract the relic from the bank???
