Did a quick search on the forum to see if anyone’s already mentioned this, couldn’t find anything so here goes:
The fractal skin collection seems to be bugged in the sense that previously unlocked skins (pre-HoT) are not appearing as collected. I’ve got 10 skins unlocked pre-HoT and only the scepter appears collected. Since HoT, I’ve gotten the staff and longbow, so currently it only shows 3/19 collected when it should be 12/19.
Hope this gets fixed soon – maybe something like the achievement fixer in the PvP lobby back when the specialization (?) achievements were bugged.

Strange. Pre-HoT i had zero fractal skins unlocked. After the Fractal Weapon achieve addition,it said i had the Scepter unlocked in the Achieve panel but the skin wasn’t available in the wardrobe.

Weeks later the scepter unlock is still there.

There has usually been about one thread about this in the top two pages of the /bug forum.

• ANet’s aware of the issue.
• They are working on resolving the root cause as well as ensuring that everyone’s collection matches their wardrobe. (source: Customer Service’s response to my support ticket on the topic)
• Last time I checked, there was no ETA for this.

tl;dr we just have to wait it out until it gets resolved
