If you mean an in-game Bug Report, that will garner no response as indicated on the Bug Report window.
For an individualized response, you can contact the Billing CS Team via the ‘Support’ link above/below and ‘Submit a Ticket’ for assistance.
(You can try purchasing a different amount of Gems; some players have success with that.)
