Get Your Portal to the Heart of Maguuma!
I’m pretty sure Gaile (or some other Anet worker) said that while people could get more than one portal stone, they looked at the total number of ACCOUNTS that had unlocked the beta. So, even if some people got lucky and got multiple portals, that didn’t affect how many different accounts were able to get the portal drop.
The fact that you play the game doesn’t mean you should be treated any differently than anyone else; no one is guaranteed a beta invite. They picked random accounts for the first “beta” and sent out mails to those people. For the second one, they actually gave the players a chance to get a drop for the beta. There is no reason to expect to get an invite, and not receiving an invite (or a portal drop) is so very much not a case of “unfairness”.

If you are not aware, anyone signed up for the Newsletter also has a chance to be invited to the next Beta event. Thus, everyone (signed up) has an equal chance, whether they visited Maguuma Wastes, or not.
You can also find the Dev’s response to multiple Portal drops in the appropriate sub-forum (HoT), should you so desire.

It was plain unadulterated RNG.
Every time you killed a mob or completed and event, you had a personal chance to be dropped a portal. Like other drops in the game, a portal was CREATED from nothing and NOT removed from a limited supply.
Imagine a table full of people rolling the very same 6 sided die 10 times each. One person may roll a 5 three times and another person may not roll a 5 at all. There’s nothing unfair about it. Someone got lucky and someone didn’t.
There wasn’t a finite, set number of portal drops. It was a set number of accounts that got at least one portal.
By now you should know that each person’s drops are separate from everyone else’s. If someone got more than one, it didn’t affect your chances. They ran the event until they got the number of accounts with drops that they wanted. Once an account got one drop, it didn’t matter if it got more or not. It was tagged for the beta. Once the number of accounts that has gotten at least one portal has been reached, the event was over.

Some accounts, mine included are seriously unlucky then, as many spent hours and hours even days trying to get one with no luck, when you would think it would drop eventually.
