There is one actual Ghastly Grinning Shield on TP for 2200 right now. I thought Ghastly Grinning Shield Skin is a skin, once u used it will become account bound?

Indeed.

There has never been a craftable version of the Ghastly Grinning Shield, let alone a tradeable one. The only shields with this skin that exist are shields that have had this skin applied to it, which also causes that shield to become account/soul bound and not tradeable.
