Global cooldown or wrong tooltip

All autoattack chain last longer than they should. For example 0.5 +0.5 +0.5 = 2.5. It would be nice to make public information about the global cooldown, or change the tooltip.
Another bug: Vital shot has the same cast time as Bleeding shot. 3/4 = 1/2

Yes, pistols and rifles have about the same recast, when pistols are clearly supposed to have a faster rate of fire. This is either a bug with the activation speeds or a design issue with the animations/recovery speeds during autoattack that affects all weapons to some degree, but disproportionately seems to affect ranged weapons. I haven’t studied it extensively, but here’s what I’ve come up with so far:
Pistol – 1/2 sec activation, @ .8 recast
Rifle – 3/4 sec activation, @ .8 recast
Longbow – 3/4 sec activation – @ 1.2 recast
Unsurprisingly, if you visit the profession forums you’ll see (irrespective of the profession) rifles are held in pretty high regard while pistols and longbows are incessantly complained about feeling weak.

This is an example autoattacks GS guard. Each attack lasts for half a second, but the entire chain lasts 2.5 seconds. This bug have all weapons and professions.

Did you take into account the activation time of the attack chain? Perhaps its 1sec, therefore it would equal to 2.5sec in total?

Yes, his calculation was based solely on the activation time. Based on activation time the Thief’s Vital Shot should have a recast of .5 seconds (and therefore fire 2 shots/second), but it’s actually about .8 seconds (barely faster than 1 shot/second), making the attack far weaker than it should be (and having the same rate of fire as a rifle, which is silly).
The issue also affect at least longbows.
