Got "Staff Master" without a staff.
I’ve had a similar experience; got Staff Master using my Flame Turret.
This is not a bug. If you take a few minutes to look into the matter you’ll find that kills are tracked by what weapon you use to deliver a killing blow. However, there are several instances where your ‘killing blow’ doesn’t actually come from your equipped weapon(s) and the game has a set (somewhat obscure) way of tracking these kills toward different weapon types. These instances can include thief’s stolen items, bundle weapons, turrets, reflects, and even environmental weapons/etc. I’m pretty sure some/most of these are noted on the GW2 Wiki, but I’m sure a Google search might give you some answers as well. Some of them are kind of strange. Gz on the bonus APs I guess!.
Example: A Guardian or Mesmer using Wall of Reflect or Feedback on a CM run will often manage to rack up a few ‘rifle kills’ throughout the run.

Oooh this is interesting. I was wondering where I was getting hammer and pistol kills from without using them. Granted I tried out hammer for a time on my heavies, but didn’t like the slowness, still I only tired them out for about 10 kills, and my counter says at least 100. I have tried pistol on my mes for pvp only, do the kills in pvp count towards this weapon kill counter?

PvP kills do not count toward your counter as far as i know.

A lot of Bandits use pistols and, most likely, you have hit them with Feedback causing your Pistol counter to register a kill. The Bandits at Saemas in CM p3 by the house would be a likely place to rack up some Feedback kills for a Mesmer and these bandits use pistols. If you’ve ever ran CM p3 much, that is likely where you got them.

Some environmental weapons and transformations count too. The laser golem suit in Air Drop counts towards… I think it was hammer kills.
