Grandmaster Manuals bugged?

Noticed that when I purchased the Grandmaster Manual for level 60, and double clicked it to open it. Nothing happened. Tried right-click, then ‘use’. Still nothing.

And before you ask yes, I am level 60.

A little help on this would be great.
