Ground targeting ability inconsistency

I would like to preface this bug report with a statement that I don’t know whether this is actually a bug or a design decision due to limitations of the game engine. In any case, the system is not intuitive and doesn’t work as advertised.

This report is looking at two skills in particular and how they utilise a common system with different results. Both of which affect the player negatively.

The two skills are the thief’s [Infiltrator’s Arrow] and [Vault]. Both abilities select a ground target and move your character to that location. Or, at least, that’s how they’re supposed to work.

Unfortunately, the range of [vault] is only about 50% of the indicated range while stationary and the remaining range deficit has to be manually covered during the .75 second spool up of the ability. This, while not intuitive, is a good design decision because it allows you to select a target area that would otherwise be untargetable and then close the gap during the spool up time to achieve maximum range for the ability. But, the only way to achieve this maximum range is to be under the effect of [Fleet Shadow] which increases run speed by 50% in stealth. So, in practice the ability never actually lands where it says it’s going to land even when under the effect of [swiftness].

Conversely, [infiltrator’s arrow] travels exactly to the location you’ve selected when stationary or moving towards your target. But, if you’re running away from your target, the arrow will only travel the maximum distance away from the player character and not to the location you selected before teleporting you.

Here is a schematic that will hopefully help visualise the inconsistencies.
