Guardian: Shouts affecting more than 5 people

Guardian shouts seem to be effecting more than 5 people

Example: (Not taken by me): https://i.imgur.com/oDdJqIL.jpg

I have tested “Feel My Wrath!”, “Stand Your Ground!” and “Hold the Line!” myself in and around LA (PvE) and they all seem to be able to effect 10 people (Most I could click and check before the boons ran out)
