Guild Wars 2

So on the guardians virtue trait it says that it “reduces recharge time of virtues by x%”, but when I hover over my virtues while in game it does not display a corrected or reduced cool downs it always stays at their vanilla reduction times.

I am currently unaware if these reduction percentages even effect the virtues at all, but as with other things that reduce cool down time or increase duration it always puts the corrected numbers in the description.
