Hackers!
You need only report the player in-game, or create a Support Ticket. I’m afraid it is against the rules to Name and Shame on the forums.

I removed the screenshots, so no names were mentioned. I can not find the place to report the person. I can not select the guy or anything, since he teleports around. So, how do I go about and report these people? Via bug form there is no option to report hackers and I don’t see anything else in the UI that allows me to do this?
EDIT: I added him to my friends and was trying to report him as hacker, but there is no such option.
Yes, name and shame on forums isn’t allowed and discouraged. The proper way to report them would be via in-game report tool. However I know at times it’s hard to do as you have to select the person before reporting, then in these cases I could suggest contacting Support, they could help you with that and point you the proper way to report if they can’t do it.
This area of forums is for reporting bugs and issues and there isn’t any forum area for reporting players. Your best bet would be doing as mentioned above.
A hint I could give in these cases is quickly taking snapshots when you spot them, this way you can capture the character name at least. And then, add that character to your block list and from there you will get options, like reporting, easily. You can remove the person from your block list afterwards (or not, it’s up to you :P)

Did you try right-clicking their name from friend list? I can’t state for sure but maybe there won’t be a report option for people on your friend list (it wouldn’t make much sense huh). In this case, you can do as I just posted above: add them to your block list instead. There I’m sure there will be a report option.
Edit: Ah, if you mean the options in the Report tool, you won’t find options like “Hacking”. The closest you will find is “Booting” or something like. You can pick up the one that’s closest to what you are reporting them for. It will be investigated anyhow.

Sadly, the first guy was too fast for me to realise what was going on.
This guy was the 2nd one, so I was ready with the screenshot. He was added to my friendslist and reported for botting. Sure hope they kick his kitten, cause it angers me that I am farming for hours every few days for my ascended gear, and then these people jump around from node to node…
No problem and yeah I know the feeling. But well, better one being caught than none.

- Take a screenshot and (your choice) create a support ticket or email exploits@arena.net.
This does the same thing that the more convenient option (target, right-click, /report) does: it starts the investigation.

You has maybe 5 sec time to click on player and in a minority of cases you see this bot name on 0.5 sec when you are lucky boy

^If you had seen the screenshots before they were removed, you would have seen the player in question’s name. In the OP’s case, it would be possible to report the player, using any of the methods described above.

You didn’t understand my suggestion. Don’t click the player. Take the screenshot.
If you don’t have a name, just submit a ticket with the location, time, and IP address (found by using the in-game /ip command). ANet doesn’t actually need to know the name — they just need to know when and where to look.
