Completing a set of Halloween dailies doesn’t progress the meta achievement for the festival, despite being explicitly indicated to do so in the achievement description.
Pretty sure the Meta Achievement doesn’t say anything about doing Halloween Dailies. Now, some of the Dailies might help towards the Meta; i.e. the ‘Carve 5 Pumpkins’ Daily would help toward the Meta ‘Carve 150 Pumpkins’, but there is no Meta Achievement ‘Finish a Halloween Daily (or set amount of Dailies)’.
