The centaur leader is not rallying his forces for a last stand anymore. The warbeasts do not appear after the counter-attack by the centaurs is foiled. The group event no longer starts.

Is this one on a timer like the other bosses? We did Ulgoth today on Maguuma, perhaps he already spawned and just … can’t again?

If that’s the case, why can we still do all the preceding events leading up to a boss that won’t spawn?

(It may not be of course, but I thought it was worth noting that on Maguuma at least he did spawn today.)

That’s because Ulgoth the Modniir has 51 minutes remaining on his timer.

Try again in 51 minutes and he’ll show up.
