When you see other players chopping wood, they are using a PICK, and when you see them mining ore, they are using the AXE. These are in reverse. This is only on other characters you see, not on your own.

I have noticed the same thing. Whenever I gather the materials I am using the correct tool, but when I see other people gathering they are using the pick for wood and axes for mining.

Glad I did a search, was just about to post this bug.

Also see this bug. I adventure with friends and they always appear to be using the wrong tools for gathering, where as my character appears to use the proper one. Has been this way since beta, I believe. Just one of those little things that makes the game look unnecessarily sloppy, often.
