I am unsure whether this is intended, which is why I’m posting it here.
Using sigil of paralyzation (+30% stun duration) on a weaponset, while making headbutt stun for 4 seconds, also makes the stun on yourself last for 1/4th of a second longer.

Well, you ARE headbutting the enemy that much harder.

Anyway, considering the mechanics of Headbutt is such that the player is expected to either have Stability up or a stunbreak when using the skill, it’s probably a minor issue at best.
