I think you have to be logged on GW1 in the past two month in order to obtain your rewards…
Be sure that you have visited the “Link” section of your Guild Wars 2 account. This is used to tie your Guild Wars 1 account together with your Guild Wars 2 account for Hall of Monuments purposes.

You HAVE to have logged into GW1 some time 1-2 months ago so the accounts Really linked together. If you didn’t want do to it or Dont want to do it now im afraid you wont get them.
I’m not sure why people are thinking you have to have logged into GW1 recently to have them linked…
But I noticed it will be linked and say you have rewards in the calculator without having the Eye of the North expansion, which I’m think was a requirement as well, so do you remember what you’ve actually done in GW1?
I had this exact same problem – linked accounts ages ago but no rewards inside the EotN zone. What I did to solve the issue was to log into my GW1 account for a minute and then log out. When I went back to GW2 EotN I had my rewards.
I have EotN. I played GW1 pretty extensively. I went through the earlier storylines (Prophecies (before it came to be called Prophecies), Factions, and Nightfall). I played a little EotN but not too much. However, I did go to the Hall of Monuments.
Same problem with me, I have your exact problem, I’ve emailed Arenanet Multiple times only to get sent automated Replies even when they tell me to reply to the email for further help.
To get your armor set, you first made your character you should have had a small blue teleport gem in your inventory. that will take you to the hall in gw2. If you do not have the gem then try linking your accounts one more time. It happened to me but after I linked the accounts once more all new characters had the teleport stone.
Also, the npc that hands out the rewards for the hom is in the hom but not the guy you see fist when you zone in. He is the npc all the way in the back in the scrying pool.
As far as I know from reading this issue over the past 12-13 days.. the only solution is to log into GW1 and then log into GW2.
It was clearly stated many times you must log into your gw1 account, it doesn’t take long to download and it’s takes very little time to log in. The solution to your issue is in your hands, I wish the solution to my game issues was this easy to solve.

Did you actually put anything in your HOM? could you list one of the names you used in GW1 so we can check that you actually have items earned because it wasn’t as simple as just entering the HOM.
Just to add some detail to the “log in to GW1” solution, cos it does really work. However, my guild was playing GW1 the Friday night before GW2 early start Saturday (retro night in honour of us not likely doing so again for some time). Despite that, when I logged in to GW2 and went to the Hero tab “Hall of Monuments” it was empty (though I am 50/50). The Dev advice posted on various forums at the time said log out of GW2, log in GW1, log out GW1, log in GW2. I did that and it was fixed.
This also fixed the issue for many of my guild mates.
So, I don’t think it is just about having logged in GW1 during previous months but logging in to GW1 now that GW2 is live that fixes this for many people.
Just so you know, it isn’t really a PVE armor set. It’s a skin for PVE. I haven’t tried sPVP yet, but I would assume that the sPVP armor set has identical stats to normal sPVP armor, but a special skin.
Once I figured that out, I never bothered with the HOM item rewards. The mini-pets would be nice eventually, but skins don’t matter to me while I’m still leveling.

Fire Dragon Sword skin changes the element of damage to Fire. Not sure if there is even an “elemental weakness” system in place for monsters, or if it’s just old parts of tooltips that never got scrapped when they removed systems, but its food for thought.
