Guild Wars 2

I am trying to replay hidden arcana to get my achievements, but when I get to Ogden, all he does is talk about various lore and it will not progress. Anyone else having this issue? I have tried it both individually and replayed the whole episode arch and still have this problem.

After testing on a few toons, it seems to only work when all stories are finished, including the Scarlett recap. Was this intentional?
