Hiding inside the terrain? surely not?!!

Ok, last night on WvW (whiteside ridge eu) at the side entrance to the main base on piken there was a guy ambushing people from inside a rock on the terrain, its the rock that has the vista on it.. He killed alot of poor souls.. not me but alot, i thought i took a screenshot of this but im mistaken.. please cyheck this as its unfair, or is it meant to be in the game?

I must note he was actually inside the rock we couldent get t him and couldent target him unless we used tab key, then most ofd the time we missed him due to hitting the roock
