After reaching 10 points into tinkerer via only HoM rewards, I realised that the achievement still increases if you transmute an already transmuted item. So, for example, a cheaply obtained item could be applied the HoM transmute repeatedly and the achievement count will increase.

Here’s what bothers me. HoM rewards can be stacked. This means that someone could obtain a few full stacks (this could take a while) and apply them to the same easily obtained item. Moreover, HoM rewards are accessible once you have linked GW1 and GW2 accounts (trial account works, from what I’ve read).

Because of the free purchases allowed from the vendor as opposed to obtaining transmute stones (yes, some can be obtained free), would this count as an exploit?

If any fix, I’d hope for the inability for HoM transmutes to count to the Tinkerer achievement more than once — once per item if more lenient.

When you consider that some of the Hall of Monument items have several skins.. The Diadem and Heritage Helmets for instance. Swap back and forth ad infinitum to max the track.. just silly.
