Guild Wars 2

In the story chapter “In Their Footsteps” in Verdant Brink, I am unable to talk to the NPC “Scout Cuatta”. As such, I am unable to progress. The NPC turns to me when I talk but says nothing. Quitting the chapter and then continuing the story does nothing.

I think you may have made the same mistake that I did. If you look there is a green circle around the area where the scout is standing. Stand inside that circle and use the warbler. You should be able to speak to the scout after that.
