I have the same problem. I do not see the sheet of paper for “Peer review” nor the NPC to for “My Friends, the Smiths”. 
HoT story achievements don't work
Currently they are bugged, and you need to do the story instance on the same character you already had done it to see these items/characters. Not different characters.
