I cant change my number 9 utility spell. I curently have the arcane blast(im an elementalist) and i tried to change it but it’s not working. pls help..

You need to be at least level 35 to change the skill in that slot.

The workaround is to put the skill you want in the number 9 slot into one of the lower slots, which you can change, say the number 7 slot, then try to put the skill that is currently in the number 9 slot into the number 7 slot. This will cause the number 9 and 7 slots to switch places.
