I have Bug on animations and Textures
Whatever the texture bug is, I’m not seeing it. Can you point out exactly what the problem is?
I assume you’re talking about other players all looking like placeholder characters (grey clothing with dark faces/hands). This happens when you’re first loading into the game, but it also happens permanently if have your Character Model Quality set to the Lowest setting. Press Esc. Click on Options. Then click on Graphics Options. Towards the bottom of the window is Character Model Quality. Set that to Low or higher to make normal character models appear. The higher you have that setting, the more “normal” character models you’ll see.

But this option is full O_o and the problem persist
All the other players around you in that second screenshot have normal character models, unlike your first screenshot in your original post, where every character other than yours had the low quality character model. So, something changed between your first screenshot and the second screenshot.
Like I said in my first post, though, sometimes you will see the low quality character model when you’re first loading in until everything is fully loaded. That’s normal behavior.

Where are the rest of your options?
Have you tried High-Res Character Textures? Have you tried a -repair of the client? Cleared your GW2 cache?

Well, something odd is going on in your screenshot with your Options.
Yes, your game has a GW2 cache, you can find instructions in the Knowledge Base accessed via the ‘Support’ option above/below and ‘Search – Troubleshoot Trading Post’.

Yes, it does. It is not located in your installation folder. If you use CCleaner, you will see how much data is being cached for this game.
Also, I don’t see any anomalies in your second screenshot, either.
