First off, the times it will proc a benefit from runes with elite skill after-effects is off everywhere. Mad King is at the end of the third, lyssa at the beginning of third, and Surging at the beginning of first.
Second- Surging is weird in that sometimes it will not proc the Shocking Aura. The reasons seem to be varied. Sometimes full chain goes and nothing. Sometimes I cast and miss (from root and distance so far) and get it. Another weird one is I don’t get it from getting someone with the hit, but then on the same mob later I do.
Anyway to look into this and verify why it might not be proccing? I’ve kept Cooldown on runes in mind but it still seems to just be randomized if they work. If not able to look into it and see why it may or may not be working, at least let me know what I’m doing wrong? I am waiting on the 45+ seconds… well was. Gonna go try to get them through pve now.
