Guild Wars 2

In Guild Wars 1 it’s impossible to dedicate miniatures in the Hall Of Monuments. I tried everything. And because of that I don’t have access to rewards in Guild Wars 2. I already opened a ticket in Guild Wars 1 but no answer.
As you can see in the screenshots, I already have a lot of miniatures in my inventory, but I can’t dedicate them.

Did you make sure your HoM is set to that character, rather than account-wide? And that character has placed the proper tapestry piece?
