The vista in the tower in Diessa Plateau is bugged , if you talk to the charr npc near the catapult nothing happens and you don’t get into the tower .

You need to select the cataoult and not the NPC, sometimes this does not work either. The way I was able to do it was after a Dynamic Event that involved defending the herd from harpies. After the event there will be some dialog and he will launch 2 more cows. As soon as this was finished the catapult became selectable and I could get the vista.
