Won’t talk to me either. Exited game and came back in and nothing. Yet another player came up and evidently worked just fine
Can not continue story now or advance mastery.
I am having this problem as well still.

The second scout, Scout Mundi, does not have a personal story icon over his head to advance the the personal quest “In their Footsteps”
