It depends on the recipe. The recipe you are trying to use is rated 200. Not the walnuts. You can look up the recipe in the Wiki, if you so desire.

The level rating on an item just shows the lowest possible rated recipe you can make with them. In the case of walnuts, there’s just one recipe that can be made at rating 60; the other recipes require 100 or higher.
