Invalid Phone number
Is it a google account or something similar? ANet doesn’t allow anything except a valid mobile or landline.
So the mobile feature has been rolled out and I was given the option upon login to “Secure with Two Factor Authentication”. I was assuming that the reason this wasn’t working for me was it probably wasn’t rolled out yet.
However, I tried again and it still does not recognize my Google Voice number. This is a legit number that points to my mobile phone. I use this exact same number for a ton of other sites for 2 factor authentication (coinbase.com, btc-e.com, www.circle.com, and many others).

No, ANet does not consider that to be a “legit” phone number.

it’s not as easy for a hacker to add a phone number to the account. We require a legitimate cell phone or landline phone number, not something like Google Voice, and we verify the phone number. Hackers don’t have an unlimited supply of cell phones and landlines they can use.
Alternatively, you can use something like Google Authenticator instead.

FYI — I’ve had Google Voice numbers rejected a few times when I’ve tried to use them for various purposes. I don’t know how, but many systems recognize the nature of the number and reject it, because they desire a “real” number and not a referring number.
Don’t take it personally — it’s just the nature of how some systems work.
