Item stacking Problem
They are technically two different items (different item IDs). One theory is that the devs meant to have two different types of scrolls, maybe a L10 boost for the first year and L20 for the second. I wish at least they’d give them different icons or different names — stuff that doesn’t stack shouldn’t look the same.
Unfortunately, these scrolls have been like this for 2 years; I don’t expect it to change.
Yeah it hasn’t changed, and likely won’t, even though there are multiple ways this could be dealt with (from directly replacing it, to letting us trade it in to an npc, to combining them like 2 level 20’s to get a 30, or whatever. Many options).
Based on datamining for the 2nd year boost a bit before that anniversary, it was supposed to be the level 30, but it was 20 when we got it, and hasn’t stacked since. Best thing you can do is have 3 bank slots reserved already, keeping them in order so you know which is the 1st and which is the 2nd, and prepare a 4th bank slot for this years which could be a level 40 or could be another level 30 that doesn’t stack. >.>
Or knowing anet, another level 20 that doesn’t stack, if we get one at all.

Agreed. Unfortunately that’s not the only case, there are several items in game that looks the same but are technically different.
An easy change could be changing its icon and name at least, it has been done before with several items on past.

It’s not “an easy change”, much as I’d like it to be. It’s simple to describe, but someone has to design the icon and make sure it renders in all configurations, that it ‘looks ok’ and not too similar to other icons. Name changes require localization (i.e. translation etc). I’m sure I’m missing steps, too.
It’s not hard by any means and it’s among the least time-consuming tasks ANet might have to do for the game. Unfortunately, there are, at any given time, 632,528,153 “least time consuming tasks” for someone to do — most of them are never going to get done.

Ah yes, I’m aware about these details. What I mean with “easy change” is that this type of change hardly would break something, differently from the case where the functionality would be changed (like applying it to a different lvl or something). Visual changes are less likely to break stuff than behavioral changes.
