Jade Quarry : Temple of Balthazar (BUGGED)
It was working last night, and I’ll be in tonight to look at it. I’ve never seen the reinforcements bug there. I’ve seen them take some time to show up, but that’s more a common trait with the invasion mechanics: random timing of some events, with short to long delays.
If you need at shards and really can’t use south, go north.
Solo/duo the events to the beach, there you want 5/10 players, and kill anything inside the circle, or move it outside to cap the ring. Ball& nuke, or kiting them outside can both work.
Central can work, but calls for a Zerg to get past Killroy alley and a not-Zerg to clear the later veteran subjugator, and even then it can be iffy.
Hang on…. You say bugged for 3-4 days?
JQ took Balth on Wednesday Night, using smothers invasion. I would know, I was one of the 5 players who started with it at Thunderhead battery.

There is a delay after you defeat the risen wizard. What’s happening is the invasions have 2, possibly 3 kinds if trigger. One is a ‘trigger on completion of previous event’. Most of the main invasion path events are that.
There is a ‘trigger on completion of an event for another invasion path’, which may include a required Cooldown. The initial event for central is like this, as are the beachhead events for spawning reinforcements after defending them.
There may even be a simple ‘trigger after a cooldown’ which I suspect the initial south invasion event might be doing.
In your case, after defeating the wizard, if you don’t get reinforcements for 5 minutes, have someone go bang on north invasions first event. Take about a minute to finish, and you’ll probably have reinforcements before they port back.
