I have tried a multitude of ways to approach him. you cant get a talk option going even when he is highlighted. Possibly his placement is overlapping other decorations in the fort. He is level 5 NPC in Queensdale map area.
November 29th this NPC is still not working. He is in the Altar Brook Trading Post of Queensdale.
Jan 14th, 2013: Jaklan’s trading post is still not accessible in Altar Brook.
