I have noticed this on an Engineer and a Mesmer so far. What this does is I have to kite to survive right (at lower levels)? Well, when I kite I cast a skill and the skill goes on recharge like it worked but it did nothing! This is so annoying!
I have had this happen with a mob I had to defeat today on my Mesmer for a skill point. I kite in a circle while strafing. I have a friend I play with and he has not seen this bug, then again I am not really sure he is kiting the same way I do. Am I supposed to tank even though this is not ethical? This seems to be the only way the skills work right.
This is very annoying!
