Known bug about the gear from WvW.

I agree with you that the situation is annoying and I also agree that vendors should alert players before selling items that cannot be salvaged (or forged).
However, this doesn’t appear to be a “bug” — karma-bought items have always had this restriction and the lack of warning is (alas) consistent with most restricted items in the game.
It’s possible that, when creating the Wardrobe, ANet neglected to consider how high-market-value runes/sigils might be “trapped” in gear and that they are working on a plan to address this in the future (not as easy as it sounds). But it’s also possible they intended this all along, perhaps as a wealth sink.
If nothing else there needs to be a warning on an unsalvagable gear stating that:
“This item can not be salvaged.”
Somewhere in the tool tip on the item this should be clearly shown in red text. New players (and older ones) may not know and since you’re spending gold AND badges of honor on this gear it needs to be made clear that any upgrade you put into the armor is locked in forever. Same goes for Karma gear that cannot be salvaged.
Ideally I’d love a rune/sigil only upgrade extractor in the gem store so that I can cost effectively regain the sigils I’ve put into WvW gear. Until then though, I refuse to purchase Karma or WvW gear.
