today me and my freind do the story quest in level 30 and he complete it and i dont its say you have importent letter check it in your email and i dont have nothing also i go to the green star and i dont see npc nothing please tell me how to fix it im stuck !!

Your mail may be full. Delete all the mail you have even if it says it isn’t full.

dude i dont have email and i had like 4 emails before i delete my mail

Liberation is part of the L20 Story Arc. To advance, your character must be L30 or higher. What level is your character? If your character is not yet L30, the mail will arrive once your character attains L30 status.

Ok well this is a bit confusing but the wiki says it is the end of the level 20 quests… http://wiki.guildwars2.com/wiki/Liberation

Level 30 doesn’t start until The orders of Tyria according to the wiki. So either the wiki is wrong or there is something really wrong here.

Then you will receive the mail once your character attains Level 30, as the next Story Episode in is the Level 30 arc.

Every 10 levels you get a new set of personal story quests. This is how we are sure. You can’t start the level 30 quests until you are level 30.

The ‘bug’ will resolve itself once your character hits L30. The mail will arrive at that time, and you can continue the Personal Story.
