Can you only get the strap and glove lining once per account?

Aren’t they just for the collection achievement to unlock the other versions of the skin?

i heard it was required to get the luminescent armor set atleast for the shoulder part and gloves.

Yea, and once you get it, it shows up in your collection box which is shared over all the characters I haven’t finished the shoulders yet, so I don’t know if it unlocks all three versions of the alternate skins, missing a few more parts, but my strap is in there. But I’m pretty sure you only need the one per account.
