my gw2 was perfectly fine yesterday, but logged on today it went unplayable. major FPS issues. and i cleared everything! local.dat and cache folders and even repaired GW2. and still nothing…

You should file a support ticket, which is how you can work directly with anet support to figure out the issue.

From personal experience: check your CPU/GPU heat readings, you might have an issue there.
