There are multiple bugs for the clock tower. The first is that when you jump you fall through the stairs or rubble that is ment for the player to jump on. The other bug is when you fall you end up in water below the tower. The next one is that when you will end up below the water but you are still able to continue up the tower.

As for the water below the tower – it (also?) happens rarely right after the cutscene fmv and you have to wait it out for about 2 rounds as you are completely stuck.
