Hello!

Quick question, or perhaps its a bug?

I am the leader of our guild. I was promoting another member to officer rank but instead I accidently made him Leader. Is there any way to demote that person back down to Officer or Member? When I try to demote, nothing will come up. I can demote all other players and ranks except another Leader rank.

Is this working as intended or a bug?

Working as intended. You can have multiple leaders of a guild and neither of you can demote each other.
