That was one of the first things I tried, actually. Sadly, it’s had no effect.
EDIT: I just tried this again, while explaining to a friend how to do it, and suddenly the items appeared. I’d tried deleting half a dozen read letters before, but it had had no effect, so I’m surprised it did something this time. It’s a shame it doesn’t tell you what the cap is, so you can get an idea of how many you need to delete in order to start receiving mail again.
Thanks for the help. I guess I’ll have to keep a closer eye on my mailbox level from now on.

Yeah its rather wierd, the mail box can really only hold around 7 messages with contents.
I learned the hard way when stuff i give away for free is auto returned by guildies :/

I had an issue where NPC mail from holiday events were counting as part of my 10 message quota, but the UI was only displaying 2/10.
Only after deleting my plentiful NPC mail was I able to receive mail from players again.
Moral of the story: Delete NPC mail.
There is actually an bug about the mailbox limit. (And Anet is uncapable to comprehend the existence of this bug.)
In the UI, only “mails with content”, e.g. no mails with green stars will be counted. However internally, ALL mails count towards the limit, including those with a green star. You won’t be able to receive any “regular” mails from other players or the gemshop, as long as the TOTAL NUMBER of mails isn’t less than 10 messages.
So what is the bug? Messages with green starts don’t count towards the limit in the UI, but they do count towards the limits when receiving mails. Green mails also ignore the limit.
So if you happen to have ONLY 10 green mails in your inbox, the UI will show that you have “0/10” mails in your inbox, yet you won’t be able to receive any “non-green-star” messages.

Wait, seriously? So, NPC/Event/Non-player mail with the Green Starburst icon counts toward the mail cap? Dunno whether it’s intended to count toward the limit or not, but at least it makes sense as to why my mailbox is perpetually stuck at 7/10.
Well, I guess I’ll have to delete my Event mail then. I like saving that kind of stuff, though. :c
There might be confusion between heart reward emails and player emails. The heart reward emails do not take up space in the 10 email limit quota .. it could be he/she was deleting those and not seeing any new inbox items. It’s the player emails that count towards the quota.
Wrong, it’s player emails which SHOULD count towards the quota solely, but thats not the case.
Actually emails with green stars also count to the quota, at least internally. This however does not reflect the quota which is showed in the GUI as it will only count “real” mails from other players.
