Maintenance Oils buff disappearing when zoning?

Whenever i zone (waypoint travel, leave/enter story area, azure gate travel…) I lose the nourishment buff from maintenance oils. Is this working as intended or a bug since the food buff stays?

It also disappears when you go down, while food doesn’t. Just a side note.
