I used in game report, but decided to post it here too. Scholar went on his walk, we destroyed the totem… then he uses his dialogue about reporting this after a fine ale, that dialogue he usually uses after you defeat the shaman, and walks off.

in other words, the shaman and other events that occur after destroying the totem never started, and the scholar went immediately to his victory dialogue.

Are you sure that you just weren’t at the Maw during world boss spawn? Because the Maw chain, up until Totem, runs all the time. The World Boss, however, appears only once per 2(I think) hours.
