My only guess at this point would be that it’s a hardware issue with your machine.
Are you using a 32-bit version of windows? Have you tried CHKDSK? Could be a bad sector in your HD. Or bad memory chip. You could try checking your memory.
I just have seen a similar issue on another thread here and maybe it could be a similar case…
I was going to suggest doing a repair or reinstalling but you said you already did it 3 times. If you want, try to repair it. I can’t recall the thread about repair but I know you can do that by adding -repair to the game command line, something like “C:\Program Files\Guild Wars 2\Gw2.exe -repair”.
Also, if even reinstalling doesn’t work for you it may be as it was mentioned on the post above. Maybe your HD is having issues and then try to do as it was suggested above.
