Yes, I’ve all but ceased to use the skill, since there are better clone-generators and better stealth tools.

I can’t say if this is directly a bug, since the skill was changed with the invisibility update. But it doesn’t seem to be working as intended anymore.
In the past, casting Decoy creates a clone, and grants stealth to the player. The enemies loses its target on the caster, and targets the clone instead. I know this was how it works in PvE, but I’m not sure if it works the same in PvP. (I don’t know if the targeting was automatically switched for the enemy player, or if they had to re-target the clone themselves.)
After invisibility was changed, casting Decoy does not lose aggro. the clone generates, but the enemy’s targeting doesn’t switch over to the clone. It continues to attack the caster, who is invisable, unless the clone does enough damage to pull aggro to itself.
Decoy can’t be used to escape close deaths, or to avoid fights while fleeing. It’s more of an extra clone generator now.
